Power generation companies will have to buy all CO2 allowances. This is a conclusion of the Committee for Environment of European Parliament. The conclusion is not binding, however it sets the ground for further discussions in the Parliament.

Stronger position is being gained by new member states headed by Poland, who leads negotiating with intention to stop the current Package and start new discussion...
